Balochistan Watch Condemnation

Balochistan Watch Strongly condemns the inhuman incident of throwing acid on Baloch Girls and we call it a conspiracy of spreading extremism and a bid to prove Baloch Nation as barbaric and uncivilized. In Baloch Society violence against women was always considered as a coward act and deed of an impotent person.

Balochistan Watch Request Baloch Nation to identify and punish such culprits and fight against extremism and religious fanaticism. Such incidents are a conspiracy against Baloch Nation by its enemies to defame and destroy the Baloch movement for self-determination.

Thalibanization of Baloch Society



On 15th April 2010, the faces of two sisters were burnt with acid attack by unknown attackers near a village in Dalbandin, Chagai District, the attackers later on claimed responsibility with using the name of a unknown group called “Baloch Ghairth Mand Tanzeem”, this organization threatened the women and female members of society to remain in their homes and if found alone out their houses they will face Acid attacks.

This incident was widely condemned by the Baloch leadership in Balochistan and abroad and political parties. Balochistan National Party and National Party held protest rallies; Baloch National Front and Baloch National Movement also not only issued strict statements against the attackers but also took out protest rallies and termed them anti Baloch and anti human elements.

The Baloch political parties and leadership believe that the attack was firstly to defame Baloch Independence struggle and secondly it was to create a fear among Baloch women activists who are actively taking part and interest in Baloch National struggle for Liberation. According them the attack clearly show that the enemy of the Baloch is very fearful of the mere fact that a large number of Baloch women are engaged in spreading awareness in Baloch society about the importance of freedom and equal rights.

Let us investigate the background of the incident; the incident took place in Chagai district of Balochistan, the largest and most backward district of Balochistan bordering Iran and Afghanistan. This district also hosts thousands of Afghan Refugees which include Taliban Sympathizers and most probably Taliban fighter as well, supported by Pakistani Intelligence agencies and Military.

Baloch Nation is known for its characteristics of being secular and progressive. In Baloch society women and non Muslim always enjoyed equal rights and were given due respect. In Baloch tribal code a Women is given so much importance that if two parties are at war and a women passes by or request to stop the war, both parties are bound to stop the war immediately. Similarly the non Muslims were protected against the Punjabi revolters during the 1947 partition of Indo-Pakistan by the Baloch.

Pakistani establishment and Intelligence agencies are continuously working on the Islamization and Thalibanization of Baloch Society in order to achieve dual benefit out of it i.e.

i. Undermine the claim of Baloch Nationalists in Pakistan and internationally by strengthening their natural enemies i.e. Islamic Radicals/Taliban

ii. Establish sanctuaries for the production and recruitment of Jihadis and Extremists to be used for International Jihad Supervised and managed by Pakistan’s wicked intelligence agency the ISI.

The attempt show Baloch Society infected with Islamic extremism is mainly important for what such accusations are trying to achieve politically: they could serve to mobilize international support for Pakistan, particularly from the United States, and neutralize opposition to a Pakistani military intervention. The charges are part of a larger effort to discredit Baloch nationalism. They should be seen alongside Pakistani attempts to use the specter of Islamism to undermine the claims of Baloch nationalism in Pakistan and internationally.

Following the policies adopted by Zia-ul-Haq in the 1980s, Pakistan’s government continues through its Ministry of Religious Affairs to encourage the setting up of madras’s in the Balochistan in order to penetrate deeper into the Baloch areas stubbornly opposed to the mullahs. Setting up these religious schools has been at the expense of secular education, the lack of which is even more noticeable in Baluchistan than in Pakistan. The budget of the Ministry of Religious Affairs for the province is said to be approximately 1.2 billion rupees, compared with 200 million rupees allotted to the Ministry of Education. It inevitably follows that the role of the clergy has been increased, angering nationalists who have long been demanding that the Ministry of Religious Affairs be dismantled.

In past few years the activities of “Islamic Thabligi Jumaat (Islamic Preaching’s Group)” has increased in Pakistan which is the main catalyst for the spread of Islamic extremism in the region. One finds it surprising that the preaching activity of the “Tabligi Jumaat” are increased in the areas of Balochistan where the Pakistani military finds more resistance from the nationalist forces, hence using the tool of religion to undermine Baloch nationalism is frequently used. Just as we witnessed after the murder of Ghulam Muhammad Baloch and Companions, nationwide revolts against the occupation forces started, the “Thabligi Jummat” also started their large scale preaching processions in the areas where the tension was more severe like Pangour, Turbat, Khuzdar & Noshki, but no such processions were held in calm areas like Naseerabad, Jaffarabad, or Kharan.

It’s the time for the Baloch Nation and the nationalist forces to drive a strategy to counter the efforts of the enemy to radicalize the Baloch Society as well as combat the forces spreading radicalism and those behind crimes against women & marginalized groups of Society.

International Court of Justice

The International Court of Justice (ICJ) is the principal judicial organ of the United Nations (UN). It was established in June 1945 by the Charter of the United Nations and began work in April 1946. The seat of the Court is at the Peace Palace in The Hague (Netherlands). Of the six principal organs of the United Nations, it is the only one not located in New York (United States of America).

The Court’s role is to settle, in accordance with international law, legal disputes submitted to it by States and to give advisory opinions on legal questions referred to it by authorized United Nations organs and specialized agencies.
The Court is composed of 15 judges, who are elected for terms of office of nine years by the United Nations General Assembly and the Security Council. It is assisted by a Registry, its administrative organ. Its official languages are English and French.

Jurisdiction

The International Court of Justice acts as a world court. The Court has a dual jurisdiction : it decides, in accordance with international law, disputes of a legal nature that are submitted to it by States (jurisdiction in contentious cases); and it gives advisory opinions on legal questions at the request of the organs of the United Nations or specialized agencies authorized to make such a request (advisory jurisdiction). http://www.icj-cij.org/jurisdiction/index.php?p1=5

Contentious Jurisdiction

In the exercise of its jurisdiction in contentious cases, the International Court of Justice has to decide, in accordance with international law, disputes of a legal nature that are submitted to it by States. An international legal dispute can be defined as a disagreement on a question of law or fact, a conflict, a clash of legal views or of interests. Only States may apply to and appear before the International Court of Justice. International organizations, other collectivities and private persons are not entitled to institute proceedings before the Court.

Article 35 of the Statute defines the conditions of access for States to the Court. While paragraph 1 of that Article opens it to the State parties to the Statute, paragraph 2 is intended to regulate access to the Court by States which are not parties to the Statute. The conditions of access of such States are, subject to the special provisions contained in treaties in force at the date of the entry into force of the Statute, to be determined by the Security Council, with the proviso that in no case shall such conditions place the parties in a position of inequality before the Court.

Advisory Jurisdiction

Since States alone have capacity to appear before the Court, public (governmental) international organizations cannot as such be parties to any case before it. A special procedure, the advisory procedure, is, however, available to such organizations and to them alone. Though based on contentious proceedings, the procedure in advisory proceedings has distinctive features resulting from the special nature and purpose of the advisory function.

Advisory proceedings begin with the filing of a written request for an advisory opinion addressed to the Registrar by the United-Nations Secretary-General or the director or secretary-general of the entity requesting the opinion. In urgent cases the Court may do whatever is necessary to speed up the proceedings. In order that it may be fully informed on the question submitted to it, the Court is empowered to hold written and oral proceedings.

A few days after the filing of the request, the Court draws up a list of those States and international organizations likely to be able to furnish information on the question before the Court. In general, the States listed are the member States of the organization requesting the opinion, while sometimes the other states to which the Court is open in contentious proceedings are also included. As a rule, organizations and States authorized to participate in the proceedings may submit written statements, followed, if the Court considers it necessary, by written comments on these statements. These written statements are generally made available to the public at the beginning of the oral proceedings, if the Court considers that such proceedings should take place.

Contrary to judgments, and except in rare cases where it is stipulated beforehand that they shall have binding effect (for example, as in the Convention on the Privileges and Immunities of the United Nations, in the Convention on the Privileges and Immunities of the specialized agencies of the United Nations, and the Headquarters Agreement between the United Nations and the United States of America), the Court's advisory opinions have no binding effect. The requesting organ, agency or organization remains free to decide, by any means open to it, what effect to give to these opinions.

Although without binding effect, the advisory opinions of the Court nevertheless carry great legal weight and moral authority. They are often an instrument of preventive diplomacy and have peace-keeping virtues. How the Court works.

Only States (States Members of the United Nations and other States which have become parties to the Statute of the Court or which have accepted its jurisdiction under certain conditions) may be parties to contentious cases.

The Court is competent to entertain a dispute only if the States concerned have accepted its jurisdiction in one or more of the following ways:
  1. by entering into a special agreement to submit the dispute to the Court;


  2. by virtue of a jurisdictional clause, i.e., typically, when they are parties to a treaty containing a provision whereby, in the event of a dispute of a given type or disagreement over the interpretation or application of the treaty, one of them may refer the dispute to the Court;


  3. through the reciprocal effect of declarations made by them under the Statute whereby each has accepted the jurisdiction of the Court as compulsory in the event of a dispute with another State having made a similar declaration. A number of these declarations, which must be deposited with the United Nations Secretary-General, contain reservations excluding certain categories of dispute.
States have no permanent representatives accredited to the Court. They normally communicate with the Registrar through the medium of their Minister for Foreign Affairs or their ambassador accredited to the Netherlands. Where they are parties to a case before the Court they are represented by an agent. An agent plays the same role, and has the same rights and obligations, as a solicitor or avoué with respect to a national court. But we are dealing here with international relations, and the agent is also as it were the head of a special diplomatic mission with powers to commit a sovereign State. He/she receives communications from the Registrar concerning the case and forwards to the Registrar all correspondence and pleadings duly signed or certified. In public hearings the agent opens the argument on behalf of the government he/she represents and lodges the submissions. In general, whenever a formal act is to be done by the government represented, it is done by the agent. Agents are sometimes assisted by co-agents, deputy agents or assistant agents and always have counsel or advocates, whose work they co-ordinate, to assist them in the preparation of the pleadings and the delivery of oral argument. Since there is no special International Court of Justice Bar, there are no conditions that have to be fulfilled for counsel or advocates to enjoy the right of arguing before it except only that they must have been appointed by a government to do so.

Proceedings may be instituted in one of two ways:

  1. through the notification of a special agreement: this document, which is of a bilateral nature, can be lodged with the Court by either of the States parties to the proceedings or by both of them. A special agreement must indicate the subject of the dispute and the parties thereto. Since there is neither an “applicant” State nor a “respondent” State, in the Court’s publications their names are separated by an oblique stroke at the end of the official title of the case, e.g., Benin/Niger;


  2. by means of an application: the application, which is of a unilateral nature, is submitted by an applicant State against a respondent State. It is intended for communication to the latter State and the Rules of Court contain stricter requirements with respect to its content. In addition to the name of the party against which the claim is brought and the subject of the dispute, the applicant State must, as far as possible, indicate briefly on what basis - a treaty or a declaration of acceptance of compulsory jurisdiction - it claims the Court has jurisdiction, and must succinctly state the facts and grounds on which it bases its claim. At the end of the official title of the case the names of the two parties are separated by the abbreviation “v.” (for the Latin versus), e.g., Nicaragua v. Colombia.
The date of the institution of proceedings, which is that of the receipt by the Registrar of the special agreement or application, marks the opening of proceedings before the Court. Contentious proceedings include a written phase, in which the parties file and exchange pleadings containing a detailed statement of the points of fact and of law on which each party relies, and an oral phase consisting of public hearings at which agents and counsel address the Court. As the Court has two official languages (English and French), everything written or said in one language is translated into the other. The written pleadings are not made available to the press and public until the opening of the oral proceedings, and then only if the parties have no objection.

After the oral proceedings the Court deliberates in camera and then delivers its judgment at a public sitting. The judgment is final, binding on the parties to a case and without appeal (at most it may be subject to interpretation or revision). Any judge wishing to do so may append an opinion to the judgment.

By signing the Charter, a State Member of the United Nations undertakes to comply with any decision of the Court in a case to which it is a party. Since, furthermore, a case can only be submitted to the Court and decided by it if the parties have in one way or another consented to its jurisdiction over the case, it is rare for a decision not to be implemented. A State which contends that the other side has failed to perform the obligations incumbent upon it under a judgment rendered by the Court may lay the matter before the Security Council, which is empowered to recommend or decide upon the measures to be taken to give effect to the judgment.

The procedure described above is the normal procedure. Certain matters can however affect the proceedings. The most common case is that of preliminary objections raised in order to prevent the Court from delivering judgment on the merits of the case (the respondent State may contend, for example, that the Court lacks jurisdiction or that the application is inadmissible). The matter is one for the Court itself to decide. Then, there are provisional measures, which can be requested as interim measures by the applicant State if the latter considers that the rights which form the subject of its application are in immediate danger. It may further occur that a State seeks to intervene in a dispute involving other States because it considers that it has an interest of a legal nature which may be affected by the decision to be taken in the dispute between those States. The Statute also makes provision for cases where the respondent State does not appear before the Court, either because it totally rejects the Court’s jurisdiction or for any other reason. Hence failure by one party to appear does not prevent proceedings in a case from taking their course. But in such a case the Court must first satisfy itself that it has jurisdiction. Finally, should the Court find that parties to separate proceedings are submitting the same arguments and submissions against a common opponent in relation to the same issue, it may order joiner of the proceedings.

The Court discharges its duties as a full court but, at the request of the parties, it may also establish ad hoc chambers to examine specific cases. A Chamber of Summary Procedure is elected every year by the Court in accordance with its Statute.

The sources of law that the Court must apply are: international treaties and conventions in force; international custom; the general principles of law; and judicial decisions and the teachings of the most highly qualified publicists. Moreover, if the parties agree, the Court can decide a case ex aequo et bono, i.e., without limiting itself to existing rules of international law.

A case may be brought to a conclusion at any stage of the proceedings by a settlement between the parties or by discontinuance. In the latter case, an applicant State may at any time inform the Court that it is not going on with the proceedings, or the two parties may declare that they have agreed to withdraw the case. The Court then removes the case from its List.

After reading the Jurisdiction of International Court of Justice it is Clear it does not entertain Cases of any non state actors, and Khan of Kalat does not Possess the position of representing a State. How come Khan of Kalat Suleman Dawood has announced to File a Case in International Court of Justice and also collecting Donations on the Name of Balochistan Legal Fund?

Isn’t it suspicious?

Or is it a Deliberate attempt to misguide the Baloch people around the world?

Conspiracy



Beside the criminal attitude of Pakistanis and Iranians law enforcement agencies and their penetration. Baloch national struggle is being victimized by internal social and political discrepancies. If we try to analyze the different factors among several that affecting the Baloch national movement at this time domestically and internationally, we can say self-projection, self interest dominion and eccentricity, irrespective to the Baloch national interest and national struggling forces. These cause catastrophic impact on ongoing Baloch struggle result’s conflicts, distrust, diversity, confusion, frustration and provoking political and social attitudes. Such behaviors can be eliminated by linear organization, political discipline, management, arranging programmed political activities or events, trust and confidence building measures. These might help to condense the internal political and social conflicts. It may also helps as shield against the internal and external culprits. There should be constant check and balance to the argumentation and political activities in order to avoid the controversies.

Let us assume that Council of Independent Balochistan (CIB) or Bangkok Conference had not any wrong intentions but these are seemed to fail in trust building with the ground national movement and their front leadership that was the real cause of oppositions and lack of support on National Front and National ground. Under such circumstances, interference of the internal or external enemies of Baloch national struggle can not be ignored. They can easily take advantages of such oppositions to increase the gaps and produce further possible divisions. Baloch leadership and intellectuals should be alert from such conspirators and prevent such mischievous activities to held, rather than become victims of conspiracies. The main aims of all such conspirators to impose their own reasoning and justifications. It can be prevented by constant analysis and determinant steps, and while taking any major step the moral values and sensitivities of National movement must be under consideration domestically and internationally. Conflicts and conspiracies are natural and inevitable but Baloch intellectuals and leadership need to focus towards the achievement of the goal of independence and greater interest of Baloch nation rather than extensive internal conflicts.

Planed Campaign against Baloch Leadership and Baloch struggle for Independence

In the month of February 2010 a Baloch conference was held in Bangkok, Thailand, according to BBC urdu sponsored by Nagesh Bhushan and Sushant Sareen, although they used Munir Mengal as a showcase to fool other participants that the conference was being organized by a Baluch. The participants who attended the conference were mainly Baloch Diasporas and few foreigners. Initially Mehran Baluch, renowned Baloch writer Hafeez Hasan Abadi, Ahmar Masti Khan and other Independence seeking leaders of BSO (azaad) and BNM were also invited. However, when they heard that people like Dr Wahid and Juma Hazar Khan were also invited they refuse to attend the conference in protest. According to their point of view Juma’s father ex guerrilla fighter is presently collaborating with Pakistan’s military and is spying against his own Baloch brothers for sake of few bucks. Whereas Dr Wahid had publically disrespected the three Martyrs of Murghab by calling them ISI agents. BashirZeb of BSO azaad and Asa Zafar of BNM in their statements made it clear that they were not against the conference but they decided to boycott it due to differences of ideologies. The total boycott of genuine Baloch leader and pro Independent parties gave a chance to the Pakistani intelligence agencies and their paid agents (Dr Wahid & Tariq Subra), to make divisions between the Baloch leadership in diasporas. Dr Wahid and Tariq used this opportunity and created a Blog named SardarWatch, whereas Nagesh (A Boyfriend of Dr Wahid) helped them technically and in writing the propaganda material. Apparently, Juma 1000Khan and Munir Mengal have a hand in creating and materially support the blog. Beside this these four men Nagesh, Sushant, Dr Wahid & Tariq with the instructions of ISI officials started abusing the Baloch leadership. The most unfortunate thing about the Bangkok conference was that Khan of Kalat Mir Suleman Dawood has send Tariq Subra, a famous black sheep on 80s as his representative, to read his so called message of Azaadi.

Motives of conference can be gauged by some of the key points and the views of two main speakers of the conference; one of them was also apparently the organizer of the event.

The first day of conference began with a protest by some Pakistanis in front of the hotel where the conference is being held. There were about a dozen protesters carrying placards which said “Stop the Event”, and “We reject Feudal Lords”, assuming the meeting was a forum for Baloch sardars and feudal lords. Ironically, inside the conference hall, there was a unanimous position that the days of the Sardars were over and a new generation of Baloch leadership is emerging on the horizon to lead the Baloch resistance movement. According to BBC Urdu

an Indian Journalist and a consultant for institute of defense studies and analysis Shushnat Sareen suggested that keeping in view the regional situations Baloch should first ask for provincial autonomy or self-determination and then ask for Independence. Moreover, he said due to lack of leadership and capability Baloch should “spread their legs according the length of their blanket”.

Similar views were expressed by another participant

Marino Budsachin, Secretary General UNPO - Unrepresented Nations and Peoples Organisation - if they Baluch ask for Independence the International Community might not help them. Thus, they should first ask for provincial autonomy or self-determination and then think of Independence. He went on to say that Pakistan can go bust politically and economically but you should not forget that Pakistan is not Somalia in fact it a nuclear state.

Baloch patriot and freedom loving parties believe that the demand of provincial autonomy and to counter the Baloch Independence struggle were the main objectives of this conference. It is also believed that the protest outside the conference venue was organized by Dr Wahid and Nagesh Bhusan in an attempt to make it look more attractive. But what more attraction they needed then organizing the conference in a place like Thailand, Bangkok!

If one go through the statements of DG ISPR, IGFC Balochistan Maj General Saleem Nawaz, and compared them with the propaganda articles on SardarWatch it won’t be difficult to recognize that the wordings are same only the delivering person is changed, which means the script is written in Rawalpindi but delivered from London, Florida and FC Headquarter Quetta.

Let us compare the recent post on Sardarwatch and a statement given by Maj General Saleem Nawaz, and Rehman Malik related to the Martyrdom of Ghulam Muhammad Baloch, Sher Muhammad Baloch and Lala Munir Baloch.

Insider Brief sources report that the three murdered nationalist leaders — including Baloch — had actually had a hand in the kidnapping of John Solecki alongside several government “bigwigs” and Baloch sardars (local tribal chiefs). Large sums of money totaling several million dollars were handed over to the kidnappers to secure Solecki’s release. Infighting ensued between the involved parties over the distribution of the release funds resulting in the deaths of Baloch, Munir and Bugti

Rehman Malik:

He said that the abductors of Solecki had links with people in Afghanistan as telephone call from Kabul was traced. He said that the seven number used for calling were traced and the information was shared with President Karzai by Pakistan but he denied it as true. Later, Secretary General UNO appealed Karzai for efforts to release Solecki. Malik said that Pakistan has repeatedly asked Afghanistan to stop supporting Barhamdagh and asked to hand over him to Islamabad under security for negotiations. We conveyed through ministry of foreign affairs concerning international relations and national interests in foreign countries. That we want to talk to Barhamdagh and know his grievances, he added. He said that India is enemy of Pakistan and involved in creating unrest in Balochistan. The government and people of Pakistan could not close the eyes from the reality. None true Pakistani could support the independence of Balochistan and see repetition of incident like fall of Dhaka. Every Pakistani is ready to devote life for the homeland, he maintained. He said that killing of three Baloch people took place soon after visit of President Asif Ali Zardari and announcement of development package for the province. At the time when Baloch people were praising package of President Zardari, the killing of political workers was grave conspiracy against Pakistan, said Malik. Condemning the killings, he informed the Upper House that a high-powered committee, headed by IGPBalochistan was probing into the matter.

I strongly believe that Khair Bux Marri and his son Hair Biyar Marri were behind their killing of Ghulam Mohd, Lala Munir and sher Mohd Baloch with the help of ISI. All the facts strongly indicate their involvement. Why they killed them? Because Ghulam Mohd knew a lot about their involvement in John Solecki’s kidnapping and about the kidnappers and it was necessary to eliminate him to bury all that evidence to save their face. He was made the”Qurbani ka bakra”.

It’s worth mentioning that the words and basic Idea behind all these sources is same, i.e. making the role of Baloch Freedom movement leaders like Bramdagh Bugti and Nawab Marri suspicious in the kidnapping of John Solecki, whether the words are from Dr Wahid, Nagesh or ISPR. The objective seems to be same.

HRCP Statement:

The Human Rights Commission of Pakistan (HRCP) has credible information about the killing of Baloch nationalists by the security forces, a statement issued by the commission claimed on Thursday.

The killing was a dangerous provocation and a grave violation of human rights, HRCP said, adding that Ghulam Mohammad Baloch, Lala Munir and Sher Mohammad – office holders of the Baloch Republican Party and the Balochistan National Party – were picked on April 3 by people in plain clothes, who were accompanied by two vehicles of the Frontier Corps that stood at a distance.

Kachkol Ali Advocate:

Kachkol condemned the statement of Rehman Malik, who had hinted that foreign hands were involved in the killing of the three Baloch leaders – Ghulam Muhammad Baloch, Sher Muhammad Baloch and Lala Munir Baloch. Kachkol called Malik’s statement an attempt to give a safe passage to the real culprits. He said he had no confidence in any judicial inquiry and demanded the United Nations conduct the inquiry into the matter. Kachkol said the Frontier Corps inspector general (FC IG) had become the sole spokesman of the government of Balochistan, claiming that Chief Minister Aslam Raisani had “taken a back seat in the corridors of power”.

As mentioned above that the script is prepared and dispatched from Rawalpindi but its disseminated through their paid agents and employees from rest of the places so it is proved by analyzing the case study posted above, if one spare sometime and compare the posts on yahoo groups, SardarWatch and the officials of ISPR and interior ministry of Pakistan, it will be crystal clear that who is behind these posts and vulgar comments and what is the motive behind such posts.

Dr Wahid denies Nagesh’s role in all this dirty game but he admits that he had personal relationships with Nagesh and that’s why Nagesh is supporting him. Recently we found Nagesh praising Sardarwatch on his blog IntelliBriefs without mentioning the vulgar language and abuses posted on Dr Wahid and Tariq’s Blog.

Most of the yahoogroups have blocked these fake ID from spreading lies about Baloch Leadership and attempts to create divisions, except BSO-NA, BalochUnity and Balochi-Culture.

Dr Jumma Khan Marri has assured that he will ban such posters from his group Balochunity soon, whereas Dr Wahid refused to do so, as he cannot ban his own ID’s, whereas using this article we ask the owner of Balochi-Culture community and all other web owners, group moderators and individual to balock these fake IDs and do not reply to their e-mails in order discourage such agents and play your role in saving the Baloch Nation from further divisions caused by bunch of cheap agents of the enemies of Baloch Nation.

Baloch sardars are stooges of establishment

Mehran Baloch is the youngest of six sons of veteran Balochistan nationalist leader Nawabzada Khair Bukhsh Marri. Educated in Oxford, he is an international voice, and arguably the most articulate and passionate one, of the Balochistan case, especially at the United Nations and western think-tanks where his voice is considered critical.

Living in Britain for over 20 years now, Mehran was thrown into spotlight in March 2007 when it emerged that the Pervez Musharraf-led government of Pakistan wanted to trade Mehran against Rashid Rauf, a British terrorist suspect from Birmingham, who was in the custody of Pakistan at the time and wanted in Britain on a number of terrorism charges.

When the details were published, it became known that the Pakistani establishment was attaching a huge price tag to the extradition of the young Marri.

He fled from London, awakened to the rude reality that British intelligence was monitoring him round-the-clock on Pervez Musharraf’s personal request.

Mehran, who has shunned Pakistani media for over three years despite repeated requests for interviews, spoke to TNS in London in an exclusive interview and emphasised uncompromisingly that too much blood had been shed of the Baloch to negotiate with the incumbent setup. But, he also singled out the redundant Baloch sardari system for being in a criminal pact with the federal government in order to hold back the progress of poor Baloch masses. He minces no words in his harsh criticism of Baloch sardars, including Aali Shahzain Bugti and the current Khan of Qalat Mir Suleiman Daud Khan, whom he calls “a directionless stuntman”.

The News on Sunday (TNS): What is Baloch movement for you? How do you define it?

Mehran Baloch: It’s a retrospective movement. The new generation has revived the origins of the Balochistan movement. There was a time when the occupation and forceful assimilation of Balochistan by Pakistan was accepted by many, but my generation with the guidance of leaders like my father, have been successful in reviving the cause with the aim of achieving a permanent long-term solution. This generation cannot be misled by packages and privileges such as the one recently announced by the Pakistani Prime Minister Yousuf Raza Gilani. I have full faith in the new generation and I believe the new generation is more aware of their rights and are firmly committed to achieve the goals set by our great leaders. Speculating on day-to-day political matters is not an option for us.

TNS: You are active at the international level to raise awareness about the Balochistan issue. What successes have you achieved?

MB: I was the only Baloch to address the human rights violations committed in Balochistan by Pakistan in 2001 before the United Nations Human Rights Commission. Things have considerably changed since then. I had an uphill task. People used to think Balochistan was one of the states of former USSR or just a small and poor province of Pakistan. I am proud to say I have worked hard on my own, and without a team, and today the world knows about our issue. Now people know who we are. There are more people working on highlighting the plight of the Baloch nation internationally, including non-Balochs such as Peter Tatchell, Selig Harrisson, Wendelin Johnson and Charles Graves, to name a few.

TNS: Is it correct that the biggest antagonist you face at the world stage is the Organisation of Islamic Conference (OIC)?

MB: That is absolutely correct. Pakistan has a lot of power in the Islamic world as it provides its services to a number of Islamic states in legal and illegal, moral and immoral ways. The Islamic states return the favour by supporting Pakistan at international forums and turning a blind eye towards Balochistan. The OIC has become an organised Islamist mafia, hijacked by Pakistan.

The western countries, on the other hand, operate differently; they listen to your point of view and grievances as long as you are not working under the influence of some sinister agenda. Though our movement is based on secularism, patriotism and human rights, unfortunately due to the vested interests of western superpowers in this region, they need to oblige Pakistan.

TNS: Does the current regional geo-political situation favour your belligerent position?

MB: The current situation is favourable to us because the United States, Nato and ISAF forces are operating in Afghanistan and along the border. They are in a better position to see things for themselves, whereas before they totally relied on Pakistan for all kinds of information, which Pakistan conveniently manipulated for its benefit. Now the international ground forces as well as American drones, which operate in Pakistan, clearly see the ground realities for themselves and no longer have to rely on the Pakistan army for intelligence. These powerful countries now have a better insight into the situation and they know very well about the atrocities taking place in Balochistan at the hands of the Pakistani army.

TNS: General (rtd) Pervez Musharraf wanted you extradited from the UK and you topped his most wanted list? Are you still being hounded?

MB: There is no doubt that my life is under persistent threat and intelligence agencies are after me.

Musharraf and his incompetent Inter-Services Intelligence were so unintelligent that they didn’t even check the basic fact that I am a British national and have never held a Pakistani passport. I was not even born in Pakistan. Pakistan spent vast resources and used state influence to get me, my brother Hyrbyair Marri, Faiz Baloch and numerous other advocates of Baloch human rights victimised by foreign governments. Due to the extraordinary situation in Britain, I was forced to live abroad fearing that UK authorities would arrest me on false allegations as they did with my brother, Hyrbyair, and swap me with its home-grown Islamic extremists in Pakistan to please dictator Musharraf and the ISI.

Now they realise that they have wasted their taxpayers’ money on victimising us and understand that we are not Islamic fundamentalists planning to “blow up Britain”. Even though now they realise that we have our own national issue, I am still stopped at airports, whisked and quizzed on petty matters.

Only in September this year, the Swiss police questioned two Pakistani spies that were sent from the Pakistani embassy to harass me at a hotel in Geneva, where I was residing. They always tried to bar my entry and have pressed foreign governments and institutions to criminalise, defame and undermine my credibility by saying I was a terrorist and should not be allowed to speak on international forums regarding Balochistan. They have gone so far as to fabricate Interpol red notices on false names and presented it to the head of my NGO Dr. Charles Graves and threatened him with serious consequences if he did not revoke my accreditation with the organisation.

TNS: Your father Nawab Marri stood for autonomy but you have abandoned his idea?

MB: He has always advocated the restoration of a sovereign and independent Balochistan and we are pursuing exactly his path and vision.

TNS: You too are a product of the sardari system, its beneficiary and sitting abroad while the ordinary people suffer?

MB: Yes I hail from a sardari system but that should not be held against me. I am proud to be the son of a renowned Baloch patriot, Nawab Khair Bakhsh Marri, who has sacrificed his life and confronted consecutive military dictators for the betterment of the Baloch nation and never bowed before the enemy to gain personal privileges and wealth. We should indeed be acknowledged for remaining committed to our nation and determined to ensure their welfare and dignity. In my view, a genuine sardar should be a representative of his people, not the Punjabi-Pakistani establishment.

TNS: What are your views on the armed insurgency mainly around Bugti and Marri areas?

MB: I differ with you. I call it a self-defence movement. Sixty two years of occupation and constant disrespect and systematic genocide of our people have driven them to resist and defy the dictates of the occupying army and its cahoots. The people are not willing to suffer in silence anymore. Those who have taken to the mountains are heroes and they are defending their land and its honour.

The independence movement is widespread. It’s all over Balochistan. Since Marri and Bugti areas are resource rich, the army is targeting these areas because Pakistan’s viability depends on the oil and gas reserves present there. We are struggling for the rights and sovereignty of Balochistan, not only for the Marri and Bugti areas.

TNS: But majority Baloch leadership opinion doesn’t match yours?

MB: I would ideally like the tribal leaders to sit back and think hard over what’s going on in their country rather than being carried away and enthusiastic about the ministries, packages and petty benefits thrown to them by their masters. They have responsibilities but they have been corrupted. They are not sincere to their people. These people are rogue traders and merchants of their motherland. The Baloch nation recognises them.

TNS: Insurgents have killed Punjabis and other non-Balochs. Do you condemn such acts?

MB: It’s a one-sided view to ask this question. Before I condemn such acts, I should explain why such incidents are taking place. The establishment, mainly comprising Punjabis, has targeted Baloch youth and leadership for a long time. This is just a reaction to the Pakistani actions. They (Punjabi settlers) are facilitating the establishment’s desire to ethnically flood Balochistan and are seen as being sympathetic to the Punjabi occupiers rather than their host Baloch nation. The settlement of Punjabis in Balochistan was a conspiracy from the start by the establishment. Therefore, they are always viewed with suspicion because it is believed that many were stationed in Balochistan under different guises for the purpose of espionage.

TNS: Isn’t it unfair and unjust to blame all Punjabis?

MB: It might be unfair and unjust to blame all Punjabis, but it is up to the Punjabi people to take a stand against their representatives whose hegemony remains over Pakistan, the military and the predominantly Punjabi bureaucracy. Therefore, the burden lies upon them. The resources of Balochistan are usurped for the betterment, development and prosperity of Punjab. The survival and prosperity of Pakistan is dependent upon the occupation of Baloch resources. You don’t have to be Einstein to figure out whom to blame. They can hold long march for the restoration of a judge, but they choose not to raise their voice when their army is committing genocide in Balochistan.

TNS: What about the Baloch sardari system that has held people back?

MB: This is a misconception propagated by the Pakistani establishment in order to undermine the Baloch system, which is in theory democratic, just, principled and merit-based. But, due to the interference by the occupying Pakistani forces, the system has been undermined and the sardars’ loyalty bought. If the sardars were the only element holding back prosperity and development, then Makran, where there is no sardari system, should have prospered remarkably.

TNS: What is your view on the Khan of Kalat Suleiman Ahmedzai’s vow to take the Baloch case for autonomy or independence to the International Court of Justice at The Hague?

MB: I have respect for the Khan of Kalat. I hope the Khan is sincere in his intentions and I wish him good luck. I appreciate each and every individual’s effort to safeguard the national interest of the Baloch nation and highlight the sufferings of the Baloch people. However, I feel that the Khan is capable of far greater tasks because of his noble position. But, unfortunately he has compromised his status and undermined his credibility in the Baloch nationalist society in Balochistan and among the diaspora by only assuming the role of a publicity stuntman for the past three years.

TNS: How can you survive independently as a clear majority in Balochistan wants to stay with Pakistan?

MB: I am confident that we will be a key player in the region due to Balochistan’s geo-strategic importance. We have natural resources in abundance and a coastline that will serve as a gateway to Central Asia. We will probably even have a higher per capita income than Brunei.

I am sorry that I disagree with your point that a clear majority in Balochistan wants to stay with Pakistan; on the contrary, a clear majority wants to break free from Pakistan’s slavery. It’s only a handful of traitors who are always part of the government including the present, who accepted being slaves of Punjab and have no sympathy with Balochistan.

TNS: What kind of support are you offering from abroad?

MB: I am trying to highlight and inform the world in my capacity as to what is going on in Balochistan and expose Pakistan’s repressive conduct in Balochistan internationally. My aim is to internationalise Pakistan’s role in international terrorism as well as to expose its champion status as a state that sponsors and commits terrorism for its survival. Pakistan benefits from destabilising its neighbouring countries.

TNS: Who in your opinion is leading the current struggle against military?

MB: It’s a phantom leading the struggle. The entire Balochistan is a war zone. The occupying Pakistani army is carrying out military offensives unabatedly, thus the Baloch nation has no option but to defend itself. Nawab Akbar Bugti and Balach Marri were the torch-bearers of the struggle against Pakistan’s genocide of the Baloch. The Pakistani army was hopeful that the struggle would end once they murder Nawab and Balach but what they failed to understand was that the Baloch struggle was a national struggle for the Baloch nation and led by the Baloch nation. The martyrdom of our national leaders enraged the Baloch nation, and as a result the resolve of the Baloch for liberation has been further strengthened.

TNS: What will be your conditions for negotiations with the government of Pakistan?

MB: Politics is the science of possibilities, but Pakistani politics defies all logic. The government of Pakistan has always been a puppet and subservient to the military establishment, therefore it lacks authority to even determine its own petty administrative affairs. I don’t think they are in any position to initiate negotiations on serious matters such as Balochistan. We need a credible third party as a guarantor before any negotiations can take place.

Maybe there comes a point when there will be a different scenario and we will see when it comes to that. If our occupiers change the reality and become sincere in dealing, we will be ready for an amicable solution like withdrawal of Indonesian forces from East Timor.

The people of Balochistan do not trust Pakistan and are strongly convinced that Pakistan is insincere with the people of Balochistan. Mir Aali Bugti and Shahzain Bugti don’t endorse an armed confrontation and are negotiating with the government. Mir Aali and Shahzain are toeing a line that is completely acceptable to the Punjabi-dominated civil-military bureaucracy. The Pakistani military-nominated leader of the Bugti tribe, Mir Aali, doesn’t have any authority to carry out any meaningful negotiations with the government and it’s ironic that they have the military to protect him from his own tribesmen.

According to the Baloch patriots, the true successor of Nawab Akbar Bugti is none other than his grandson Brahamdagh Bugti. He is continuing on the footsteps of his grandfather and is defending the rights of the Baloch nation and its resources from being looted and plundered by Pakistan at the cost of his own comfort and security. Being the youngest leader, he has proved that he has the vision and endurance required for attaining a nation’s independence.

TNS: There is a lot of speculation about the sources/funding behind BLA and BRA?

MB: I don’t want to be one of the speculators. I suggest you ask somebody linked to these organisations about their funding. However, throughout the Baloch struggle, the Baloch nation has been constantly accused of being foreign agents. The establishment has to misinform the international community and keep the Islamist Punjabi-Pakistani masses, media and opinion makers on their side by levelling such absurd allegations. The best cohesive strategy is to say a non-Islamic country India, Israel or America is behind the struggle. If a credible nation such as the ones mentioned were behind the Baloch freedom fighters (homeland defenders), Balochistan would have surely regained its independence by now.
